Hey, everypony! I realize that there were some issues with submitting to Featured. After seeing how upset it made everypony, I decided to fix it (again). I REALLY FIXED IT THIS TIME, I SWEAR! The great news is, everypony, even if you're not a member, can submit to the group now. I hope this calms you guys down. Go enjoy your privileges!
There should be a "+ submit to this gallery" button near the top of the page, just click that and choose which picture you wish to use, then one of the admins will accept it for you.
